UKVI updates:The Independent Migration Advisory Committee, Mak, on 23rd of Feb 2024, released its rapid review of the Immigration Salary List, which is called ISL. So let’s rewind a little bit of what happened in December. And Jan, if you remember, we discussed in detail five Point Plan, which was aimed to cut net migration. The Home Secretary announced in December 2023 that the shortage occupation list, which is SOL, would be renamed as the ISL, which is the immigration salary list and the 20% going rate discount for occupations on the shortage occupation list would be removed completely. So on 17th of Jan 2024, the Mac was commissioned by the Home Secretary to undertake a rapid review of the new immigration salary list. The MAC was asked to consider which occupations from the current shortage Occupation list or the MAC. October 2023 Recommended Shortage Occupation List should be temporarily included on an initial immigration salary list from April 2024.The proposal, presented by MAC is filled with unexpected suggestions that have wide ranging implications for many.

Agenda one. Let’s discuss the overall recommendation by MAC. In a covering letter, the MAC recommended only 21 occupations to be included on the Immigration Salary list, which represents 8% of job roles eligible for the skilled worker route by employment. This means that the interim immigration salary list is smaller than the current shortage occupation list. As previously, approx. 30% of the job roles eligible for this skilled worker route were on the shortage occupation list, so this 21 occupations consist of 18 recommendations for the UK wide immigration salary list and three recommendations for the Scotland only ISL. Now, a fuller review of the ISL will be carried out by the MAC later in the year, and the MAC noted in its rapid review that more clarity is needed about the purpose of the ISL.
Now, let’s quickly understand the main benefit of immigration salary list. Which brings me to agenda two. The MAC highlighted that the main benefit of inclusion on the immigration salary list is a reduction of up to 20% on general salary thresholds for shortage occupation list. Now, quick reminder to you. Salary thresholds will be increasing substantially in April 2024, as announced by the Home Secretary in December, the main skilled worker threshold is increasing from 26,200 to 38,700, the minimum. General For Non-healthcare shortage occupations will be increased from 20,960 to 30,960. Now, the threshold for health and care workers will be set at a lower amount of 23,200 now, according to MAC. The new general threshold, in effect, will mean that the skilled worker route will become unavailable for many occupations. Now, let’s go through the full list of 21 Occupations on Immigration salary list along with the salary. Remember, for roles which have been recommended for inclusion on the ISL. A salary threshold of either 30,960 or the occupation specific threshold, whichever is higher, shall apply. Now, this is a 21 page long document published by the government, which you can review it in your own time. Links are in below post. The list of recommended roles includes biological and chemical scientists, social and humanities scientists, artists, dancers, choreographers, musicians, carpenters, joiners, coworkers and home carers, lab technicians and pharma technicians and bricklayers, Masons and board builders. Of the 21 roles recommended for inclusion, only 18 apply to the roles located anywhere in the United Kingdom, while three apply only to the roles located in Scotland. Now let’s move to agenda four, which is impact of reduction in jobs. The suggested jobs make up just 8% of all the jobs that you can use in the skilled worker path.
In contrast, the shortage occupation list covers 30% of jobs that qualify for the skilled worker way. This means if the suggestions for the ISL are followed, less jobs will get special advantages under the skilled worker paths, and many jobs might not be able to use this path at all. Well, we all know that the UK government wants to reduce the net migration and hence they are making such big changes, making where hiring foreign nationals will not be easy anymore. So before we conclude, the MAC findings will now be reviewed by the government, but are largely expected to form the basis of the new immigration salary list, which should come into force in April 2024 as part of the wider changes to the immigration system. This rapid review is set to be followed by a more comprehensive analysis of the immigration salary list later in the year. So this is just a proposal by MAC, and if accepted by the UK government, then only it will be implemented in April 2024. Well, I’m personally surprised by this list as only a few jobs are added, meaning moving to the UK will not be easy anymore. But that’s what I think. What do you think of this proposal?
