They told the BBC that in order to reach anywhere close to the aim, tens of thousands of fresh workers are required for carpentry, groundworks, and bricklaying.

The largest homebuilder in the UK, Barratt Redrow, and the Home Builders Federation (HBF) stated that Brexit, ageing workers, and a lack of skills were some of the reasons for the declining workforce.
Although it acknowledged that there was a “dire shortage” of construction workers, the administration claimed to be “taking steps to rectify” the issue.
Prime Minister Sir Keir Starmer reiterated last week his promise to build 1.5 million new houses in England by 2029, which he announced shortly after assuming office.
He also promised to remove “blockers” that are preventing the construction of the new homes and announced significant changes to the planning system on Thursday.
Labour expects that increasing the number of homes built will lower housing costs and make it more affordable for younger people to buy and rent homes.
It aims to create 300,000 new homes annually on average, but in recent years, only approximately 220,000 have been built.
The Construction Industry Training Board (CITB) estimates that there are currently 2.67 million workers.
However, according to the HBF, the trade association for the house construction industry in England and Wales, the industry requires roughly 30,000 new hires across 12 trades for every 10,000 new homes that are to be constructed.
For instance, according to government plans, the approximate number of additional workers needed for a few common trades would be:
- Bricklayers- 20,000
- Plumbers- 2,400
- Carpenters – 8,000
- Plasterers – 3,200
- Groundworkers-20,000
- Tilers – 1,200
- Electricians – 2,400
- Roofers – 2,400
- Engineers – 480
“The industry has the capacity to deliver current build levels, but if we are to reach the targets set out, tens of thousands of new people will need to be recruited,” the HBF stated.
However, the UK “does not have a sufficient talent pipeline” of builders to hire, according to the HBF. It listed a number of barriers to hiring, such as a negative impression and inadequate instruction in schools, a shortage of apprenticeships, and the expense of hiring apprentices.
The trade association acknowledged that in recent years, the business has not “attracted” enough new hires.
According to the report, a quarter of workers are over 50, reflecting the ageing of the workforce caused by all of these variables over time.
Mr. Thomas, the manager of Barratt Redrow, claimed that the push in previous decades to encourage young people to pursue higher education rather than trades had not aided recruitment.
“If you went back to the 60s and 70s, I think parents, teachers, and the government were very happy with the idea that people became trades – electricians, plumbers, bricklayers,” he stated.
Although the average salary for these positions “is high,” he stated that the problem was primarily with the availability of skilled personnel.
According to government statistics, a skilled bricklayer can make around £45,000 annually, while carpenters and electricians make about £38,000 and £44,000, respectively.
