The Science Technology and Facilities Council (STFC) has two National Research and Innovation Campuses at Harwell and Daresbury. These campuses are home to big scale cutting edge facilities research facilities and an energetic ecosystem of enterprises. The Business and Innovations department provides laboratory and office housing to a busy and growing portfolio of over 220 tenant enterprises, mostly early stage and start-up, across the two locations.

We’re searching for someone to lead the Health and Safety management of our tenancy activities, ensuring our sites are safe for everyone who uses them. You will tackle all kinds of obstacles, assisting corporations in fields from biotech to energy to space.
You will report to the Head of Business Incubation at Daresbury and will work closely with The Facilities Manager at RAL and the STFC SHE Group. The STFC Safety, Health and Environment (SHE) group. There is a chance to both compliment and draw on the specific abilities and expertise within the team. This is an important job for the department and for STFC.
We are searching for senior specialists in SHE who have a documented track record of leadership and delivery of impact in specific area(s) of SHE management relevant to STFC operations.
Principal Responsibilities:
Lead and oversee the delivery of effective, efficient and professional SHE services to STFC workers, contractors, renters, and visitors, ensuring compliance.
Deliver timely professional SHE advice and guidance to renters and assist them to discharge their duty for the implementation of the STFC SHE Management System.
Development and assessment of STFC’s tenant Health & Safety management systems and procedures using internal application experience, audit results, external best practice and legal changes detected through horizon scanning.
All SHE occurrences including injuries, near misses, fires, environmental and vehicle mishaps will be recorded, investigated correctly and actions developed to limit the possibility of their repetition. Sharing learning across STFC where applicable.
Assist in the planning and implementation of STFC specific on-line and face to face SHE training sessions for tenants.
Attend and report to site, department and specialist Safety Committee meetings for BID.
Person Specification:
Shortlisting (S), Interview (I) or both (S&I) will score the below criteria.
Degree or HND in a science or engineering discipline. (T)
NEBOSH National Diploma in Occupational Health and Safety
Professional or other equivalent qualification. (S,I)
Proven expertise in delivering a SHE Advisory function in science, engineering or technology industries, with a wide working knowledge of current and upcoming changes to UK SHE legislation applicable to STFC. (S, I)
Strong understanding of SHE management systems and safe systems of work. (I)
Strong oral and written communication abilities with demonstrated strong interpersonal skills at all staff levels from Operator to Manager and Director. (I)
Proactive, high level of self-motivation and independence, able to deliver under pressure and against tight deadlines. (I)
Good knowledge of the Control of Substances Hazardous to Health Regulations (COSHH). (S,I)
Good grasp of BioCOSHH (Biological Materials and Genetically Modified Organisms). (S, I)
Good knowledge of DSEAR Assessments. (S,I)
Additional Qualifications:
Willing to work and travel in the UK. You will be situated at either DL or RAL but will be asked to travel and work on the other location as required.
Able to be flexible in working hours including occasional out of typical working hours or weekend working or telephone contact.
