The Independent has learned that over thirty employees of a significant NHS mental health facility have been placed on leave due to allegations of grave misconduct, which includes allegedly fabricating medical records and abusing patients.

An internal investigation into claims of “serious conduct” at the hundreds-employee Highbury Hospital in Nottinghamshire led to the suspensions.

It happens just one week after the safety watchdog, which was concerned about patient safety at Rampton Hospital, a high-security facility where Ian Huntley and Charles Bronson were among the former patients, issued a warning to the same trust, Nottinghamshire Healthcare NHS Foundation Trust.

“We are saddened to report that over the past few weeks, it has been necessary to suspend over 30 colleagues due to very serious conduct allegations,” the trust wrote to staff in an email that was leaked to The Independent.

“These accusations have included mistreating patients under our care and fabricating mental health observations.

“We sincerely hope that you will understand that we must take appropriate action when colleagues behave in ways that are far below what patients should expect.”

The Care Quality Commission (CQC) informed The Independent that at the end of November, it received notice of an internal investigation at Highbury Hospital.

According to the safety watchdog, the hospital underwent a scheduled inspection in early December. However, until the inspection report is released, it is impossible to say whether the hospital is the target of any additional actions.

The trust refused to comment on whether it is looking into any patient fatalities or incidents of injury connected to the staff suspensions. It also declined to say if it reported the purported incidents to the authorities or to industry associations.

Following a series of reports by The Independent last year, the Health and Safety Investigation Branch is scheduled to begin a nationwide investigation into mental health care in England.

Investigations into “systemic abuse” at a number of Huntercombe Group-run children’s mental health facilities—one of which has since closed and is the focus of a police inquiry after a child died—were included in the reports.

“This investigation will be wide-ranging and will help us tackle inappropriate out-of-area placements, improve care for young people with mental health needs, develop safer staffing models, and learn from tragic deaths,” said then-health secretary Steve Barclay, announcing the review’s launch last year.

“I want to express my gratitude to The Independent for bringing this significant issue to light.”

The CQC concluded in its report on Rampton that the hospital lacked sufficient staffing to ensure patient safety. The commission also discovered that staff members were not documenting or performing observations meant to prevent patients from harming themselves in accordance with the guidelines.

The Nottinghamshire trust is presently under “enhanced surveillance” because of “complex and widespread quality and safety challenges,” according to board papers provided by regional NHS organisations.

Board papers from November also state that the trust has commissioned an independent review into its patient safety issues.

In the meanwhile, the trust is having serious financial difficulties, according to emails sent by Nottinghamshire Healthcare to employees during the past two months.

The Independent was able to view an email the trust sent to staff in November, warning that the financial situation was “extremely serious” and might force leaders to make “unpalatable decisions.”

It stated: “We can’t rely on additional funds from the Treasury, so this is happening across the nation. The trust has never before encountered a financial challenge of this magnitude.

The trust stopped all discretionary spending and instituted a control on filling vacancies as part of its financial control measures.

It stated that “for those organisations struggling to break even, vacancy controls are a national requirement.”

“Nottinghamshire Healthcare is committed to ensuring we provide the very best and safest care we possibly can for our patients,” a trust spokesperson stated. Any accusations made against employees are taken very seriously by us. We will thoroughly and equitably investigate any allegations that staff behaviour has deviated from what we would expect for our patients, even if it means suspending employees in order to do so.

Regretfully, it has become imperative to suspend more than thirty colleagues throughout the organisation while inquiries are conducted in the past few weeks. We are unable to comment further at this time while these claims are the subject of ongoing investigations.

The Nottinghamshire Healthcare is overseen by local NHS commissioners, who confirmed that they were aware of the allegations and suspensions but could not comment further while the investigations were ongoing.
